Bio

Debbie has 25 years of experience in international development with a focus on adaptation, disaster risk reduction (DRR), resilience, disaster risk financing (DRF), and gender.  Debbie’s current role as head of the Zurich Flood Resilience Alliance Programme for Mercy Corps has two elements – first, leading Mercy Corps programmes in Indonesia, Jordan, and Nepal that measure and strengthen resilience at community level, and use this evidence to achieve policy and practice change at provincial and national level; second, leading advocacy for the whole Alliance (of 9 organisations) to achieve global policy change on adaptation, including issues such as climate finance, loss and damage, and disaster recovery. Before this, Debbie worked at Oxford Policy Management, leading on DRF evaluations and a cross-country research programme on shock-responsive social systems. Her other key role was at Oxfam, where she provided proactive policy leadership on DRR and resilience, reactive policy leadership on major humanitarian crises.
